CalMHSA

The California Mental Health Services Authority (CalMHSA) is an Independent Administrative and Fiscal Governments Agency focused on the efficient delivery of California Mental Health Projects. Member counties jointly develop, fund, and implement mental health services, projects, and educational programs at the state, regional, and local levels. CalMHSA does not provide clinical services or referrals.

The mission of CalMHSA is to provide member counties a flexible, efficient, and effective administrative/fiscal structure focused on collaborative partnerships and pooling efforts in:

  • Development and implementation of common strategies and programs
  • Fiscal integrity, protections, and management of collective risk
  • Accountability at state, regional, and local levels

PEI Statewide Projects

In 2007, the Mental Health Services Oversight and Accountability Commission (MHSOAC) approved five Prevention and Early Intervention (PEI) Statewide Projects. In May 2008, the MHSOAC determined that three of the PEI Statewide Projects would be most effectively implemented through a single administrative entity. The MHSOAC approved a combined funding level of $40 million per year for four years for these projects:

  • Stigma and Discrimination Reduction (SDR)
  • Student Mental Health Initiative (SMHI)
  • Suicide Prevention (SP)

Stigma and Discrimination Reduction (SDR)

Stigma and Discrimination Reduction (SDR) Initiative uses a full range of Prevention and Early Intervention Strategies across the lifespan and across diverse backgrounds to confront the fundamental causes of stigmatizing attitudes and discriminatory and prejudicial actions

There are Four Programs Areas:

  1. Strategies for a Supportive Environment
  2. Values, Parctices, and Policies
  3. Promising Practices Program
  4. Advancing Policy to Eliminate Discrimination

Student Mental Health Initiative

The Student Mental Health Initiative (SMHI) promotes and applies strategies to strengthen student mental health statewide across K-12 educational systems and through institutions of higher education. This initiative focuses activities on key areas notes below and advances collaboration between educational settings and county services.

Key Elements for SMHI K-University:

  2. Systems and Policy Development
  3. Training and Technical Assistance
  4. Evaluation

Suicide Prevention (SP) Initiative uses a full range of strategies from Prevention to Early Intervention across the lifespan and across diverse backgrounds to prevent suicide

  3. Social Marketing
  4. Training and Workforce Enhancement
